Why is the RSA pushing the change?

Brendan Walsh, chief operating officer of the Road Safety Authority (RSA), framed the rule as a structural fix to a system that allowed indefinite permit cycling. Speaking at the announcement, Walsh described a situation where some motorists treated the learner permit as a permanent status rather than a transitional stage. The two-year test window ties permit validity to genuine progress rather than repeated renewals.

"The learner permit is a stepping stone to safe, independent driving – not a long-term substitute for a full licence," Walsh said.
